This user's onpremises mailbox hasn't been migrated to Exchange Online. Also, you can try to fix this by Exchange admin center on-premise, DISABLED the mailbox (this removes all the Exchange attributes and reverses the user to a non-mail enabled user) Also when I try to access the Exchange admin center from global admin/exchange admin account I get "Error: Looks like you do not have permission"
